

Jeff Tomkins, P.E.

Jeff brings more than 28 years of experience delivering complex bridge, roadway, and transportation infrastructure projects across Texas. His career includes 18 years with TxDOT, where he supported area, district, and division offices and developed deep expertise in bridge design, constructability, and transportation structures of all types—from simple replacements to multi-level interchanges and major river and railroad crossings.

Jeff’s technical background spans bridge widenings and reconstructions, direct connectors, steel and prestressed concrete superstructures, hydraulic and geometric constraints, structural evaluations, and constructability-driven sequencing. He has served as Project Manager, Bridge Design Task Lead, and Senior Structural Engineer on major TxDOT and CTRMA programs, providing leadership in design development, multidisciplinary coordination, and PS&E preparation.

Jeff is known for his ability to solve complex structural challenges through practical engineering judgment, clear communication, and a strong understanding of constructability. His work often involves integrating new structures with existing constraints, developing innovative design solutions for difficult geometry, and coordinating closely with public agencies, consultants, contractors, and railroads to maintain schedule and design quality.

Jeff is a licensed Professional Engineer in Texas and holds a Bachelor of Science in Civil Engineering from Texas A&M University and a Master of Engineering in Civil Engineering from The University of Texas at Arlington.
