Jeff Wagner
Scheduling & Project Controls Principal
Jeff has more than 25 years of experience in the heavy civil construction and engineering industry providing scheduling, estimating, project controls, and management for infrastructure projects in Texas and throughout the United States. Prior to joining Foresight, he spent his career working for contractors on all types and sizes of heavy civil construction projects.

As a business-minded professional with a successful track record of building, leading and managing departments and project teams, Jeff’s specialties include business and organizational strategy, preconstruction, innovation and change management, estimating, CPM scheduling, constructability review, process and procedure development, program management, project management, pursuit management, subcontractor and supplier procurement, contract negotiations and project controls.

Additionally, Jeff has extensive experience with large, complex projects under various alternative delivery models including design-build (DB), design-build-finance (DBF), design-build-maintain (DBM), progressive design-build (PDB), pre-development agreements (PDAs), and public private partnerships (PPPs). He has been involved in the procurement and/or construction of most of TxDOT’s Alternative Delivery projects since the inception of the program in 2001.

Jeff has lived in Texas since 2002 when he moved to the Austin area as part of the joint venture management team for the SH130 Turnpike, TxDOT’s first design-build project. He graduated from the University of Illinois at Urbana-Champaign in 1995 with a bachelor’s degree in civil engineering and received his Executive MBA from Baylor University’s Hankamer School of Business in 2014.
