

Jeff Wagner
Preconstruction Scheduling Team Lead
Jeff has more than 30 years of experience in the heavy civil construction and engineering industry providing executive leadership, business development, project management, project controls, scheduling, estimating and proposal development services for infrastructure projects and programs in Texas and throughout the United States. Jeff currently leads Foresight’s Preconstruction Scheduling Services Team. In this role, he and his team work with designers, owners and other stakeholders during the pre-construction and design phase of projects to develop project phasing, alternatives analysis, constructability reviews, Contract Time Determination (CTD) schedules and 4D Models with a goal of optimizing the project design and planning for successful construction phase execution.
Prior to joining Foresight, Jeff spent his career working for large contractors on all types and sizes of heavy civil construction projects. During this time, Jeff gained extensive experience with large, complex projects under various alternative delivery models including design-build (DB), design-build-finance (DBF), design-build-maintain (DBM), progressive design-build (PDB), pre-development agreements (PDAs), and public private partnerships (PPPs). He has been involved in the procurement and/or construction of most of TxDOT’s Alternative Delivery projects since the inception of the program in 2001.

Jeff has lived in Texas since 2002 when he moved to the Austin area as part of the joint venture management team for the SH130 Turnpike, TxDOT’s first design-build project. He graduated from the University of Illinois at Urbana-Champaign with a bachelor’s degree in civil engineering and later received an Executive MBA from Baylor University’s Hankamer School of Business.
